What is a tactical withdrawal?

A tactical withdrawal is a deliberate early withdrawal from a bookmaker account, made while your betting history still looks like a normal punter's. The goal is to trigger a human review at a point when your account looks clean, rather than later when matched betting patterns may be more visible.

When you make a withdrawal it requires human approval, and your first withdrawal in particular will be checked closely, partly for money laundering compliance and partly as an opportunity for the bookmaker to assess new customers. By making that first withdrawal early, while your mug-to-promo ratio is still high, you reduce the chance of that review triggering a restriction. If you are lucky, the review may even result in a deposit offer to encourage you back.
